Need Urgent Help With Volvo Brakes

hey guys, have an issue with my gf's volvo, its a 1998 s70 v, started happening today and wont have a chance to look at it till tommorow so if i could get some help here it would be appreciated. got her to check the brake fluid even though i highly doubt its the issue but it was a little below the min mark, now its filled

only description i got is that when you step on the brakes it almost feels like somethings in the way and it doesnt want to stop. an ideas?

Could be that one of the pads is loose or has completely fallen off.
