^^ yes you can!!! WD-40 or penetrating oil and a brush will take all the rust off. and if you're on a flat spot, use some steel wool.

Well WD-40 broke down and loosened up the rust so I was able to get my heat shield off but in my case some of it cant be cleaned. There are some things that are almost pure rust, really corroded. I'll give it a go though.

You'll be suprised if you spray some WD40 all over the manifold, drive it or let it sit, then the next day come back and spray it again but this time use some steel wool to get all the nastys off of it. It's really about letting the cleaning agent do the work. I've never tried it myself, but I've heard CLR will strip the rust from anything. I don't know how it works on a car.
