Hooking Up Bov. Intake Mani Or Elsewhere?

right now i have my BOV hooked up to my intake manifold, so the BOV goes off (lets air out) every time i shift pretty much..
in the PCV setup thread, gary said something about hooking up the BOV elsewhere, because the car would be much more responsive, and not waste built up pressure..
i kind of understand this, to a point, but would like to further understand the theory..
i would think that if it was hooked up to only vent when you are at your set boost or at positive pressure, when you shifted or let of gas, you would get some compressor surge.
also where would be a place to hook up the BOV signal line.
another question, while im acting like a n00b.. on the tial 38mm gate, there is another tap in the top of the gate for a vac/pressure hose to connect to, id assume.. what is it for? could the BOV connect to there, to only open at certain psis. i thought i had this all figured out, but i dont..
