I also hate the hipocracy state to state, and in my case in-state. Northern VA has emmissions laws, most of Virginia does not. Cali has awful emmisions laws, Nevada does not (at least it didn't used to).
Granted my North VA emmisions test is just a sniffer at idle at with the engine reved (not even on rollers anymore). I still sweat it every time I go, even though the turbo isn't on yet!
As for engine mangagement, I'm sticking with the stock computer and an RRFPR for now (up to 7psi boost). If I still have the craving for more power, or get into ignition problems, I'll budget for a haltec and a lot more boost. I'm sure I'll pass emmissions either way.

In Clark County Nevada, they use the OBD-II port to test for emissions compliance. Basically as long as the o2 sensor bounces back and forth between rich and lean at idle, and as long as you have no check engine lights or Emissions related Codes, they pass you.
So, for this particular instance, you would need to keep your stock ECU at least PARTIALLY functional and connected.
