I have decided that since everyone around me is boosting their cars I want to do it too in order to keep up. Ive start to look into buying all the parts I need and for the most part everything would be brand new. I looked on craigslist and I see theres a few people selling used turbos. If I were to buy used versus brand new, what kind of things do I need to look into to make sure the turbo doesnt fail on me down the road? Shaft play? No broken fins? Anything else? Im a noob to all of this so Im trying to learn as much as I can about the subject. Thanks.

Shaft Play is numero uno. Typically if you have excess shaft play that will result in broken fins. Also check for oil in the compressor and turbine housings. If there is then that could indicate blown compression seals.
