Default Balance?

I have a t3/t4 60 trim .63 . I want to change the hotside and powdercoat the cold side, if I remove both of these will I have to have the turbo rebalanced?

I will also say nope only based on the information provided. You are not removing either of the wheels from the shaft so it will not require a balance. However if you change either the compressor wheel or turbine than yes a balance would be advised but normally wheels are balanced.
