Default Question about 'machined lips'

I bought some rims, and they're in excellent condition, besides the lips. They have a little hazy/cloudy appearance:

Now, they do have a clear coat on them.

Is it true, the only way to fix these, is to strip the clear coat, sand, re-polish and re-clear? Or is there something I can do to just make it so it's not so cloudy? I mean it doesn't really bother me since you can barely tell but it'd be nice to fix it up.

This might be a stupid question, but have you tried cleaner on them yet? It kind of looks like hard water stains; like they were left outside and dried a few time
