tibwrcsbj; I don't think springs have anything to do with his track times AT ALL. Any aftermarket springs will be better than the stock ones.
However your car is not running what it should be running. I have the same car as you: 1.8L tibby 1997. I have Random Special CAI(read: cheap ass CAI), custom made 4-1 Headers, Onpol bored TB, 2.5 inch cat back leadin to a 2 1/4 inch muffler. I run 16.21 @ 84 MPH. I believe your problem lies in your 3 INCH muffler :x Your car has basically no backpressure and you are loosing torque, especially since you have the 1.8L engine.
I recommend you swap that out for a 2 1/4 inch or 2.5 inch muffler and save the 3 inch for when you go Turboed.

Wow, I ran 16.4's I believe with just a K&N filter pod setup. After the crank pulley and 1.8 cam, I ran a 15.9
I think getting something better than the stock tires is the best mod evar!!! I never did it with the 15.9 though.

Btw...Aerospeed springs for RDs are quite good for drag racing. With the 300# rear spring rate, they are effective at reducing the rearward weight transfer. More weight on the front = more traction. But I digress from the topic.
