12's or 13's?

12's or 13's?
Other than Regits car, I havent seen any other beta's in the 12 second 1/4 mile time. Most of the turbo'd 4 cylinders seem to be mostly in the 13's. Is it really difficult going from a 13 second 1/4 mile pass to 12? How much more horsepower do you need to go from 13.5 to 12.5 as an example?
