1/8 x 2 = 1/4, so just double your time. So a 9.9 is about a 19.8. You're slow.
Sorry, just had to! It'd be super hard to get any accurate measure since your car's power curve and gear ratio cause a lot of difference from car to car, so estimates can vary a lot. +1 to running a 1/4 mile somewhere.
