Then, horror of horrors, they'll have to stop spending more money than comes in! You know, like reasonable people? It's not like there's zero dollars going to Treasury if we can't borrow any more, it just means there's not enough to fight foreign wars, pay granny's retirement, AND give away free unicorns for votes.
This is a non-issue IMO. The sooner we have a combined government shutdown/debt "crisis" the better - then people will realize en masse that we don't need all the stuff they steal our money to doto for us, and maybe there can be some reasonable cuts to spending on bridges to nowhere and fighters that will never fly, etc.
