Having the right of way only goes so far vs. something that has a ton of mass over your 200lbs. Ride like you're invisible anytime you're only over two wheels!

Let me preface this by saying I've been a bicyclist for many years, and have ridden thousands of miles. The first bunch of miles started when I was too young to ride and rode on a car/bike seat on the back of my dad's bike.
Why is this biker riding on the bridge?? Especially when there's a pedestrian bridge right next to it?? A little common sense (aka horse sense) tells me to take the side bridge.
Yes yes, the hit and run kid also needs to be brought to justice, but the idiot on the bike needs to learn a little common sense, no matter what the laws may say.

Bicyclists here have no common sense, but have a strong sense of entitlement. It's normal to see them basically blocking car traffic so that they can pedal along in the middle of the lanes.
