Considering law enforcement personnel needs to take one because they are given the power to uphold and enforce the law.

Shouldn't teachers be subject to the same type of testing because they are trusted with our children, and are also in a position of authority?

No. Teachers should be regularly tested by independent agencies on competence in the subjects they teach. Even a one-time pass-and-be-hired exam would be great.
