technically, they can.

You need a lawyer.

Those guys are pretty strict. I would take off that exhaust and get a lawyer like

Do you have a dB law there? Here in California it can't exceed 95 dB. I got a fix-it ticket for it once and then went and got it tested. It was over 95 dB. I just got a glasspack and that quited it down enough to be below the legal level.

Why would I need a Lawyer?

lawyers will get you out of tickets.... I've gotten pulled over 8 times and ticketed and every single one has been taken care of by a lawyer.... not a single one of my tickets have gone on my license. So for one my insurance stays low and two no points have gone on my license.

If you go in there and try to talk your way out of it you can sometimes but very rarely get away with it. Lawyers are expensive but insurance after getting your license taken away will be worse =P
