If anyone has any info on fighting back against a noise ordinance, please post it. usefull links, books, ect. I cant let this happen in my town. they are always unreasonable and never let anything get by. not to mention police tend to abuse it as a reason to pull you over for something else or to fill a quota. please, dont let BEAVER PA fall into this trap without a fight.

They aren't traps. There is no reason your exhaust should be rediculously loud. I hate it, others hate it, so do your exhaust right. There are plenty of ways to do your car up right, and keep it legal. Follow them.
If you go to the city council on these hearings about it, make sure you tell them that you support it, but that ALL MOTOR VEHICLES NEED TO ABIDE BY IT, including Harleys, Crotch Rockets, and any other POS that constantly gets away with loud exhausts because "It's supposed to be that way".

I don't know about his situation, but in Mass there is no gray area between stock and rediculously loud. Technically if it ain't quieter than or as loud as stock, it ain't legal. And differentiation between the two is subjective to the police officer. There is no measurement. That is wrong. Set a guideline for all vehicles to follow, make sure it is specific and measureable and enforce it. Again that my situation here. There law may be different. that's why I asked for more info.

It's not anymore.
What you need to do though, is have the council come up with CONCRETE Decibel readings for what is loud and what is not. Even California (The nazi state) has those. If nothing else, leaving it up to the officer on the scene as to what is loud and what is not opens them up to being sued in court to throw the law out.
