The US can kill anyone, including US citizens whenever and whereever they want. They just need to make it seem like they were dangerous to US interests.

okay, but . . . did you miss how this is specifically for AQ-connected murikins OUTSIDE the USA? As in, bad guys fighting against us overseas?
