Two possibilities have stood out so far in the case. One, the dumbbell fell off a moving car or truck or that it was possibly dropped from a turnpike overpass.
Police are still investigating.
Somebody here just recently got into an accident because kids tossed a large rock off an overpass and it hit a vehicle.

IDK how widely-reported it was, but in Austin they had a guy who was slinging softball-sized rocks from his car, across the divider, into oncoming traffic on IH-35. Dozens and dozens of time. A guy was left paralyzed, lots of lesser injuries. The perpetrator is a real piece of work, and should be locked in an insane asylum for a while IMO but . . . I'm just saying, it doesn't have to be an accident.
