The problem is NO government would make the "country" very weak and vulnerable to militaristic takeover. Kind of defeating the purpose.
That said, and not to get too literal, but wouldn't lacking government altogether kind of negate the term "Country" anyway? I mean, a country UN-unified under common rule isn't, by definition, a country at all.

If we dissolved the government right now things would go to hell basically on day one. People would struggle for control of areas, and it would get incredibly ugly.
