ok I'm a little bit confused, so if someone could straighten this out for me thatd be awesome.

according to that diy link (see post above) the 1.8 cam is no longer the best option, but the one from the newer elantras is? but thats from a betaII, so does it still work in the betaI? thanks

also is it really worth it? or should I just save my money for exhaust?

No, the 1.8 is the safer option, you know what you're gonna get. The newer cam..some call it the XD, has a nipple on it that effects timing..making it the more controversial cam. THere's been several posts on this in the past.

sorry if there have been posts on it before, i searched and found this. anyway, what would be the better investment? 1.8 intake cam or custom exhaust? i guess basically whats better for the money?

The cam, for the price, is one of the best mods you can buy. A custom exhaust is nice but will only truely benifit you if it's mandrel bent and stainless steel...this tends to make them much more expensive. If your car is totaly stock, I would say your car would benifit more from the cam then the exhaust.
