the troll in me points out that the more sweeping, power-grabby orders don't have to be more numerous to be worse. the practical citizen in me notes that if the orders are not written so they will eventually expire, they accumulate. If a president doesn't rescind them, they are effectively issuing all the orders of their forerunners as well as any new ones.
And, if you draw a straight line from G. Washington to B. Obama, the number goes up 330% which seems like a pretty sizeable increase to me.
