While I agree that the drug test should be down, and I think people on welfare should not be buying marijuana since they can't buy food but I think THC should not rule individuals out since, well mainly it isn't a drug IMHO anyways. .

I can see what they're trying to accomplish here but they're doing it in the wrong way. If you're goal is to save money by denying people welfare because they're taking drugs then this is the way to do it. In the long term however this won't lower the amount of people taking drugs or get people off the welfare and back into jobs.
Why not spend the money they're going to be spending on the drug tests and put better programs out their to help cure the root problem as to why they need welfare in the first place. Have more job programs, social programs funded by the gov't etc. This plan is just to help save the gov't money in the long run it will force more people on the streets. It would be different if they deny them because they take drugs and give them resources and help how to quit.
You can't kill a weed by trimming it at the top...
