I would imagine so... but I'm not an expert on electronics.
you would think:
they are putting off less light => they would require less power to illuminate
35w bulb puts off less light than a 75w bulb, so having less light = requiring less power

I heard sanding down the tops of LEDs will make them disperse light in almost a 60º angle instead of 30º
