It's a 4 wheeled vehicle that you sit astride the driveline without seat belts. It won't be street legal in most states even.

I prefer:

In almost every state... if it has 4 wheels, it's a car and must meet all car safety regulations. This is why most of these types of vehicles have 3 wheels.
