If your mileage is that bad you have other issues. You should be getting a bare minimum of over 25mpg of all town driving. Should be 30+ on a tank that's mostly highway. All highway it might get 40mpg or more if you're lucky.

You might have a clogged cat, one or more clogged injectors, a dirty fuel filter, or some issue causing your car to not run at 100%.
