Default sub box question

i am about to design a box for some new subs and i'm just wondering if you have to account for the amount of room the sub takes up or not. if the manufacturer says 1 cubic foot enclosure, is that before the sub is in the box or after? it's the first time i have attempted designing a box so please help me out here.

As for a sealed enclosure, sub displacement doesn't affect the design as much as it does for a ported or bandpass enclosure.Ported/B.P. are much more sensitive to internal enclosure volume.
