Well you cant now that its missing a bag. You could fix whatever it was on for before and possibly add a resistor but the best way is to take the light out.
What I would do (If I were to maybe trade a car in without fixing the system that was already broken, not from me disabling it) is remove the cluster. Then take the bulb out and put two wires into a 110 outlet. then hook those up to the bulb and pop it and stick it back in. Because even if you put your wheel back in there would still be the light on and thats annoying as hell. Probably the clock spring.

i've heard the only single way to clear that airbag light is to have the dealership clear it because they are the only ones that can. airbags will not deploy if that light is on. mine came on for some odd reason when i disconnected the seatbelt wires under the seats.

Easier then that, remove fuse 1. Fuse 1 controls airbag and nothing else. I think your passenger side airbag is disabled as long as the light is on anyways so may as well.
The horn button does have the MOMO logo on it, it's just fuzzy from my camera. The horn isn't hooked up yeat as I was doing this late with little lighting. But all I have to do is take a couple bolts out to wire it anyways. I'm going to go change my timing belt now... toodles....
lol they have them on ebay sometimes. I got mine used a while back.
And any shop with a decent scan tool can clear the air bag code. It will come back on if something is wrong though.

lol thanks mario, i got the hub off of ebay and double checked the numbers from MOMO's site to check that i was getting the right part t he first time. I think I paid like 70$ish
