I think you might be refering to Piezo (spelling) horns, which go on the inside.

I got one the other day, and I was extremely disappointed...I was expecting it to be a hell of alot louder. My Accent only has 1 horn, so I just bought the low tone horn. As the mounting sits now, the horn's opening is pointing down at the ground. I'm gonna modify the mount and twist it so the horn is blasting thru the grill...hopefully that will make a difference.
