they were like this when i got the car.. any way i can fix them or to late? its dead rough to touch.

That is just the clear coat coming off, you can fix that by stripping the clear coat and having the clear reapplied!

thats a common problem with painted machined wheels..the amount of heat they absorb from the engine and the brakes cause's the paint the crinkle and bubble up like that..all wheels from oem to aftermarket will go like that with enough age and heat & hard driving..only solution is to grind it up and repaint it..

You can use sand paper and some kind of AirCraft paint remover... That will take the clear right off! Just tape off the colored portion!
