Timing Belt Replacement

I was just wondering if the car is a 1999 but it has only 65,000 would a timing belt change be necessary?

Timing belt should be changed every 60,000 miles.

But to answer your question, yes, I would recomend it.
It's 100K or 5 years, even if you haven't driven that 100K.
But if you want to risk it, just take the cover off and inspect the belt, if it has not cracks, strays, etc. You SHOULD be ok

Honestly... a timing belt should never show wear... with the stress they are under, any cracks or tears would quickly turn catastrophic. Replace yours as soon as you are able.
