You know Lonesome.. I also have a 99 with the rear window mounted third brake light. Stock that has a incandesant lamp in it (I converted mine to LED). My thoughts are that the LEDs on your spoiler were wired in series to the existing brake light. If that lamp blew out, you are not going to get power to flow to the LEDs
