nope i fill up at lots of different ones and at each one the problem still is the sme...but i called the dealer (since this is an emissions problem) and they have to validate it... about $230 total

Okay, the part numbers and prices (prices may vary from dealer to dealer, I can't explain why) are as follows:
Charcoal canister
31420-29980
$110.83
Canister Close Valve
31430-29200
$44.76
This should be all you need, but of course, you can always try to find one in the junk yard. All charcoal canisters are not the same though, so make sure to pull one off the same year as your car. Just remember you run the risk of pulling a bad one being as it's used.
Good luck!

Isn't this charcoal canister the same thing that us Rev A guys completely removed? Just T all the tubes together, and keep the solenoid there so you don't get a CEL.
Total cost: < $15 for barbs/T's/fittings/hose

^^ It only affects the ambient emissions the cars make (if that's the technical term for it)
Cars make emissions in many different ways, and one of them happens to be from the gas tank itself. In the older days, manufacturers put vents on gas tanks that allowed for expansion and contraction due to heat, but fuel vapor is unburned hydrocarbons, and it is toxic to the environment. The way to get rid of this is with an evaporative emissions system, which (basically) sucks up the fuel vapors into the charcoal canister, and when the ecu determines it's time to burn them, it vents the tank to manifold vacuum, which sucks the vapors from the canister to be burned in the engine.
Other "ambient emissions" cars make include toxins from such things as plastics, rubber from tires, etc.
