I may be wrong, but some fuel systems use a "bobber" type device to detect levels of fuel. The liquid in the tank can "slosh" around and create the "bobber" or whatever sensor to improperly detect the level of fuel (such as slamming on your brakes causes the liquid inside the tank to move around, allowing the sensor to think there is more fuel than there is, making the light go off).
I usually fill up with 10.5 - 12.5 gallons. Most I've ever put in was 13.6 and I thought I was going to run out of gas because the light was on for sooo long and I was in a hurry to get to the middle of nowhere, and once I got there, couldn't find a gas station.
