I've always been told that it'll do one or the other. Some people say the lack of backpressure i.e. torque leads to lower mileage.
Some say that the lower resistance means the engine has to work less harder at higher rpms, hence better mileage.
What about headers?

2.5inch mandrel might lead to slightly less torque at lower RPMs, but I rarely let my car go under 2300RPM in any gear, and with I/E I get around 29-30MPG all the time. I believe i got a few MPG worse before I modified it.

and cams, basically mods like header and cai, etc take the stress off the piston when it isnt in the burning stage, so the gases can be sucked in easier and pushed out easier too
