DRL's are mandatory in Canada. My 2000 Tib has them. They run on the high beams but at a low intensity (i.e. not full high beam brightness).

So if you have DRL, everytime you stars the car lights will be on. And they cannot be turned off (without rewiring), right?

Yup. DRL would be always on once the car starts if you had them.

What he said. As soon as you release the hand brake the DRL's come on including all parking lights and you cannot turn them off.
