The rev Limiters are built into ECU. Most of beta ECU in uk are also Filled with a rubber filling so the ecu cant be opened at all.
Im sure when i drove the Hyundai coupe back i hit 7k std.

DOHC alphas will rev out to like 6700 rpm, my beta II revved out to like 6500
It's pretty pointless revving a beta that high though. It actually does out-stroke a lot of diesels.

Hyunderos Family Crew. Some of the ones you saw revving high were on programmable ecus.
Other have the ECU modification but it is not that good. The ECUs timing gets to advance. When I tested that on my car it did 40 degrees at 3000 rpms.
With stock valve springs it won't produce power after 7200 rpm. Tested on my car when I installed my Microtech LT10s.
