Is outside air temperature taken into affect when a custom tune is done?
Or does it not matter one bit how warm or cold the air is when tuning?

It is taken into consideration.... kind of. What is more important is the IAT (intake air temps). It really doesn't matter what the AAT (ambeint air temp) is, but more what it changes to when entering the engine. But most cars now a days have IAT sensors in the manifold, and the tune is adjusted for temps. So it kind of matters, but is mostly compensated for.
But when the tuner is tuning, they are probably making a slighlt more agressive tune when it is cold, they also monitor IAT and can give more timing when it is colder, and the denser air burns better. So it is taken into consideration and tuned for that temp at that time, but it should adjust for when it gots hotter as fasr as safety goes.

On the Ford's that I tuned the auto trans settings would be adjusted for ambient temp. Also the fuel tables for starting and warm up. But the BR tune I have falls on it's face once the car is in closed loop (less than a minute after starting) but not fully up to temp.
