Any one know the answer to these questions?

Does the Accent have one?
Where is it located?
If it does not have one, can one be installed?

If it has one it'll most likely be behind the glove box.

No, that's the blower unit. They're under the cover to the left of that standing vertically behind the control cables.

That's in the manual if you have one. It's behind the glove compartment you take it out and there is 2 one above each other. They usually last quite a while though.

how do you know when they are bad? when i use my fan it always has a stale smell, given the environment and that i always drive with windows down, i have a feeling mine is full of dust and dirt?

Just check them. Some Accents don't even have the filters in place from the factory.
