Default Would this help low end torque?

I have all ways known that back pressure during low RPMs is good but not during high RPM operation. I have searched on here and seen posts that talk about this but no knew where to get something that would do this.

Would this work?

It's a valve that stays closed during low RPM and starts to open as RPM gets higher.

Just curious if this would help anything?
