No offense, but first of all, knock it off with the ghetto tongue. Spell things out. That is annoying to read.
IMO, CAI would be the best mod for the money you have allotted.
No its annoying that people complain about little things such as the guys dialect. Why would you even care how this guy talks?

He's not talking, he's typing. rolleyes.gif
A basic working knowledge of proper grammar is essential if you want to do anything useful with your life that involves contact with other human beings.
For $200---well you're over 1/3 of the way to a nitrous kit wink
If you could scrape together an extra hundred or so you could get a bored intake manifold and throttle body, maybe get in on the 'chainletter' that these folks have got going. That, even with just a cone filter strapped to the inlet, will make for good driving fun.
A proper cold air intake costs less than $200, or around $50 if you make it yourself, it will help some.

I'd get a SR (cough cough) CAI and front/rear strut bars.
Nice to see we can stick to the topic. Speak the way you like. But keep in mind, if people have a "hard" time reading your "slang" then you might not get as much help/understanding from some members.

Personally, I'd go for a CAI & Short Shifter. Both realitivly easy to install and not too expensive. Once you get some of the smaller and easier mods out of the way, all you want to do is more and more till you are buying tools.
After that, replace some of your trim stuff, start reading EVERYTHING in here about turbos and such, and get a full plan for your car project. Then, just start saving to implement your plan.
Oh, and tons of Neons.
Yo.
