Default Stuck fuel gauge

Filled my tank up and the indicator, after quite a bit of driving has not moved. Also replaced the instrument cluster a few months ago.

Has the gauge ever worked since the cluster was replaced?

No I did not. It actually started going down everything is correct. The instrument cluster is working in accordance with the fuel pump component
