Default Power steering gets weak?

On rainy days my power steering gets weak (slightly harder to turn the wheel), which I ignored for the most part, I've been without PS before. But I went through a puddle approx 4 in. deep the other day and it suddenly completely went out, then slowly came back after about 1/4 block. Sunny days it's "A-OK fine", and the PS reservoir is full.

Does anyone know what may have caused this? Or if I need to have it looked at?

after you get a new belt try troubleshooting why your belts are getting wet. Are you missing a fender guard or bottom guard thats letting alot of water up into your engine thats getting your belts wet?
