O2 sensor/fuel problems

O2 sensor/fuel problems
After 2 years, my first disabling breakdown...
I was backing into a parking spot, car stalled and wouldnt start. The car will crank but not start. No fuel is getting to the engine.
My car: 2001 tib
My mods: CAI, BBTB, headers, stock cat, 2.25 cat back.
My CEL: P0141 "Rear O2 heater circuit problem bank 1 sensor 2"
I got my header about a year ago, and I should not have used electrical tape for the O2 wires, but I did. Something shorted out, its been at the dealer for a week now, I call everyday and they still say they didnt "pin down" the problem. Any ideas? Fuel pump? ECU?

The rear o2 sensor is the least important of the sensors. It will start and run fine with that puppy disconected.
Fuel pump is fairly cheap, and easy to replace, and also rather easy to check for voltage/proper operation, but it is an outside possibility.
Only thing I can think of is that you blew some fuses, relays, or the ECU itself when the o2 sensor wires shorted out.
