In my 97 Tib, once in a while my gauge lights won't light up when I turn the headlights on. Recently I had to replace my battery, and it seemed like the battery was almost triggering it to blink on and off like the gauge cluster wasn't getting enough power. I replaced my battery and my lights were still doing this. I have replaced the 194's behind the cluster, would the lights trigger it to turn on/off like it does, or is there some kind of wiring problem that I have on my hands??? It always seems to do it when I start the car after it has been sitting in the Wisconsin cold temps. Help a brother out!

 

Does The '97 have a dimmer switch for the lights,if it does try and turn it up and down when the lights go out and see if that makes them come back on. I had the same problem in my '01 and there was a bad contact in the dimmer switch.
