If my mid section was getting chubby, the common answer will be, do more sit ups.
What if I noticed is my face and chin are getting chubby?
Is this a case of all out cardio?
I guess my question is, when I burn calories, how does my body know "where to take it from?"

Your body will burn fat from wherever it wants to: working out particular regions might build muscle there, but fat is pretty much burnt however the sh*t your body wants to.
Just make your calorie intake lower than your calorie output (ie, exercise) and don't eat obviously shitty foods mang.
