i called my guy back and this is what he said
yes this brake kit is for the 2nd gen tib with non captive rotors
it is the best kit brembo makes and they are rare to come across
if anyone has any other questions post them and i will forward the question

I would assume the MIN size Wheels would have to be 17inch?
