The daily X3
Supercharged/intercooled 2.7 delta into my X3, with the 6 speed manual fitted with a sentra LSD. I'd also look into converting it to RWD via a tucson rear subframe swap. I'd probably fit grandeur brakes too.
The s-coupe turbo
Better-than-concours restoration. Buy Hyundai's entire inventory of spare parts, Strip it back to a bare metal frame for a chassis refreshment and respray. Blue print the engine, blueprint the body panels. Everything is to be dismantled, cleaned, refreshed, repainted and reassembled with new bolts and grease.
After that, I'd probably buy a miata/elan/MGF/S600 and roll it.

Exactly what I'm doing now, but all at once instead of piece at a time.
Turbo Beta 2 (with 1 head)
Manual swap with WPC treatment
Coilovers and full suspension overhaul
Shuttle I7 SLI in dash PC with killer stereo
And if money really isn't a roadblock, buy a 2nd RD2, do the same but with a Veilside kit remolded in CF.
For the 944,
CF Front valance, bumpers (front and back), GT Racing fenders (2" increase), hood, hatch and Targa.
Bore up 8mm, Stroke up 13.35 (108mm x 92.25mm)
52mm ITBs with dual rail
Lindsey Dry Sump
Big (52mm) valve with full p&p and solid lifters
968 6-speed swap (already running 951 upgraded "stage 3" full metallic clutch with aluminum pp)
Upgraded torque tube
Quaife Diff
1-piece axle/stub upgrade
INTRAX Coilovers
"Big Black" brake upgrade
etc...
Then go totally crazy
Buy a Tekkamen Dr30, tube chassis, RB30/26 swap, AWD conversion, custom widebody "silhouette" replica.

You guys are thinking small potatoes. This is government money: uuuuuunlimited. You want high compression pistons, get a set cast for you no need to hunt down some 10 year-old stock parts! Custom cam grinds, titanium HEAD whatever.
