I've heard many stories where cops say, "7 above the limit, you're fine, over 7, YOU'RE MINE!"
I try to follow that rule just to be on the safe side and I havent received a ticket yet.

I've heard several say 13, but I suppose it depends on where you're at. If you're open on the interstate, 83 vs. 70. If you're in a 30mph limit, probably 7.
I stay around 9-11 over on the interstate, never had an issue. My tickets were all 87-90 in a 70
Never hang out in the fast lane with it wide open in front of you. Always try to keep a vehicle between you and where the patrol car would likely be sitting in wait.

I always go like 10 or more over on the highway I always look far ahead along the sides of the roads looking for cops and watch to see if people ahead break quickly indicating cop ahead.

I drive 5 over unless I have a reason to drive faster. If the flow of traffic is faster, I'll cruise as much as 9 over. On the freeway here they'll usually ticket you for 10+ over. Sometimes as low as 6 over though if they're bored or traffic is moving slowly.

Letter of the law states 1 mph over is speeding and a cop can get you for it. Sadly I have seen it.
Most cops I know don't ticket unless your 15mph+, but they pull you over at 10mph over just to check you out. And if you're a total a-hole or you got other issues then you get tickets.
Unless you're a hottie with a large rack. They never get tickets if they show cleavage, act dumb and flirt a bit.

I go about 3-4 mph over, just because the speedo naturally underreads by that amount. The gubmint says it has to.
You'd probably find you can go up to about 65 indicated before you're actually travelling over 60. That's why it seems that cops are giving you leeway.
