Um, duh dunno why i didn't think of it sooner. How about a fuel pump?

 

I found a 1.1 GPH Water pump from JC Whitney for $19, it only weights 18 ounces. It's a little slow/less volume, but it should do the trick.

Plus a water cooler (like an oilcooler) with a thermostaticlly controled fan for under $100.

With these two items, plus a cheap water tank, I'll have a seperate water cooling system for the turbo and eventually an air/water intercooler.
