Do you upshift a manual transmission earlier or later than the EPA does?

According to http://www.epa.gov/oms/cert/cfeis/stdshift.txt , the manual transmission shift speeds that the EPA uses are:
1->2: 15mph
2->3: 25mph
3->4: 40mph (if 4 or more speeds)
4->5: 45mph (if 5 or more speeds)
5->6: 50mph (if 6 or more speeds)
If you drive a manual transmission car in normal city and highway driving, do you normally upshift earlier (i.e. at lower speeds), later (i.e. at higher speeds), or about the same as the EPA does?

It greatly depends on the car. On the Accent when just driving around I usually shift
1-->2 20mph
2-->3 30mph
3-->4 40mph
4-->5 50mph
If I'm just driving around town. If I'm driving something geared lower, I shift sooner. Higher, later.

how can they recommend a blanket shift speed? that is actually retarded. hurr all cars have the same gear ratios. all 5 speeds have the same ratios. all cars have the same power production.
also is this vehicle speed or indicated speed? tends to be a big difference between the two, especially when its raining
