My bet would be either a timing belt tensioner, or perhaps your a/c compressor?



Get a long screwdriver, and put your ear to the handle. You can then use the tip to probe around for the source of the noise, kind of like a stethoscope.

I have it confirmed that it is most likely the PS pump by Polish Matiz owner forums!



It is annoying, but not uncommon. When it warms up, I will try the old screwdriver trick (some days its bitterly cold!)

Dude, the poles have got some crazy daewoo tech. Well, not really, but they can still buy new Daewoos there. Crazy stuff like lanos vans, domestically facelifted cielos, lanoses with FSO engines... it is so friggen cool. I want to take a Daewoo tour of eastern europe.
